Enterprise agreements can cover a number of areas such as wage rates, flexible working arrangements, paid maternity and adoption leave and specific working conditions, as well as consultation requirements for changes and reforms. Enterprise bargaining is the process used to negotiate industrial contracts with public sector employees and workers` organizations. The deal follows an agreement reached last month with the smaller Comsuper agency, whose staff agreed to a one-time increase of 2.6 percent over three years. However, most federal public servants remain trapped in negotiations after their wage agreements expired a year ago. Many have not yet had the opportunity to vote on an agreement. Business agreements aim to facilitate flexibility, efficiency and productivity in the public sector. The Department of Finance is now the first department to approve a wage deal under the Abbott government, which has introduced strict rules for negotiations to limit public servants` salaries. "We have seen before some agencies revoke agreements, when most public services consider business to be better and fairer." About two-thirds of the department`s 823 voters voted this week and 58% voted in favor of the proposed enterprise agreement. Certified agreements provide for negotiated terms of employment between an employer and the public sector unions concerned on behalf of workers. Employees of the federal Department of Finance voted against their union`s advice to accept a wage increase that is likely to be below inflation. The CPSU had told Ministry of Finance employees that they "deserved a better offer than what is currently on the table, especially given the staff reductions in 2014."
